The purpose of the survey was to gauge public opinion regarding educational policy, specifically aimed at measuring the public's feelings toward educational equality in the school system. Data were collected on a range of topics including: school performance, vouchers, school choice, busing, school funding, funding equalization, and charter schools, as well as such sociodemographic characteristics as education, age, gender, race, marital status, number of children, and occupation. Archival data from secondary sources were later added to the file.

This study was conducted with support from the staff at the Center for Survey Research at Indiana University and used the Center's centralized telephone interviewing facility located on the Bloomington campus. CSR interviewers assisted in data collection.
